The House of Representatives would include one representative for each 30,000 individuals in a state. This pleased states with larger populations who had favored the Virginia Plan.

This actually satisfied those states that had smaller number of people and was favoring the New Jersey Plan. The Senate has equal representation from all the states regardless of its population.
