ways of human capital investment involves training and educating workers where and when necessarily so that their skill set is improved in order for them to help the company/organization achieve its set goals. granting access to public libraries is one big way of exposing workers to educational materials. limiting on the job training is a very wrong move if human capital investment is key to the company.
