Eventually the most famous component of the Constitution, it comprises the entire theory of the American government. It states that all men are born equally, and are given certain absolute privileges, including life, freedom and search for happiness. It also states that an administration, whose powers depend upon the approval of its subjects, is setup to guarantee these privileges. However, it also states that if any form of rule wishes to destroy these goals, then the citizens have the power to either alter or abolish it. Subsequently, they can setup a new state, which is based on such doctrines, while simultaneously manage its powers such that, it is most likely to affect their security and contentment.      

Basically, this introduction to the American Constitution outlines that all people of the American nation have certain natural and inalienable rights, which the government is empowered to protect. However, should the state prove itself unable to protect the rights of its citizens, the latter is empowered to either change or abolish the government.

I believe the answer is: Government has the power to protect natural rights, but people can change their government if it fails to do so.

This highlight the concept of natural sovereignity. When the founding fathers decided to separate themselves from the british empire, they were agreed that the new system of government has to give people the most power within the government.

To fulfill this, we adopt an indirect democracy, in which we established a government to protect our natural rights, but we had the full right to choose the person who would become our representatives within the government.
