On June 28, 1914, Archduke Franz Ferdinand, heir to the Austro-Hungarian throne, was assassinated in Sarajevo. After a month of violent events, Vienna sent an ultimatum to the Serbian government asking for 10 difficult points to fulfill. Serbia responded to the ultimatum by accepting all points except the sending of an Austrian committee to investigate the crime. Faced with this refusal, the Austro-Hungarian Empire declared war on Serbia.

President Wilson wrote a list of 14 points that should be agreed upon to reach peace at the end of the war. These points were used as arguments of pressure for the negotiation of the Treaty of Versailles.

President Wilson also proposed the creation of the League of Nations in order to avoid future armed conflicts through active, coordinated diplomacy and with mechanisms previously agreed by all participating nations. This was a step prior to the creation of the ONU.

During the peace negotiation at the end of the war there were lines of thought that proposed to reach peace without taking revenge against the countries that lost the war, but simply have a fair treatment towards them solving the specific disputes claimed by different sides in diplomatic form.

<em>10. Viewpoint favoring the harsh treatment of the Central Powers  </em>

(Peace of vengeance)  

Another line of thought and action was a much more severe position towards the countries that lost the war, because they were also the ones who initiated it and should pay a cost that would serve as punishment and dissuade future attempts.
