starch is stored in a special cell organelle called amyloplasts. glucose is energy source for plant but for storage starch is preferred. it stores in stroma and when needed converts starch into glucose.

the amyloplasts contain all the basic properties and materials like enzyme and pH which are needed to do both the process efficiently (polymerization into starch and breakdown to glucose) and also the storage capacity so they are used as storage.
