The answer is C and E.

We need to first understnad that percentage can be converted into decimal numbers and fraction:

100% = 1.0 or 100/100

Hence:

40% = 0.4 or 40/100

To find the percentage of number, we use multiplication (which is also represented by the dot in the above options).

As C. and E. has the correct value, they are the correct answers.
