This is a much more philosophical question than you might appreciate. I would say that this statement true. 

Sometimes we have new knowledge which is so out of bounds, compared to the current knowledge and models, that what we know at the moment simply cannot account for the knowledge that is gained anew.

This statement is true. Scientific models are based on current knowledge, which can limit their effectiveness when new discoveries are made. Scientific models are constructed to help develop scientific theories and conspiracies. It is to help explain the theories and make the people understand the context through graphical method easier.
