Articles of confederation were approved post much of a debate that took place over it during the second continental Congress took place in November 1777.</u>  This document had clearly written rules with regards of how the states would be organized. This document also directed guidelines in aspects of declaring war, conducting diplomatic relations with foreign nations as well as looking after the territorial issues.
