0.170 change into 170
0.165 change into 165

I believe it isn't. Think of it this way. Is 165 bigger then 17? Yes. So the same is for decimals.

So Area = Pi times Radius Squared. The radius is the length from the center of a circle to any "edge" of the circle. So 1.5 feet is the radius.

You're trying to find that red part. So you divide 7.065 by 4. It equals 1.76625.
