This was actually known to be an exchange for an oath of loyalty. So, when the the feudal system, a higher noble granted land to a lower noble in exchange for <span>an oath of loyalty which would signify giving for free, sense it would be known as being loyal and actually recognizing what it needed to be done.

I think, that the answer to why, is that the change in presidencies from republican to democratic (i might be wrong, and it could be democratic to republican) influenced the change slightly because the new party, wanted to focus on different issues such as westward expansion. As to how, it was because the government withdrew all federal troops from the south, so there wasn't anybody to enforce the laws protecting African American rights so the southerners were free to exploit the African Americans to their will.
He bought and sold slaves and then lamented the degrading impact of slavery on white morals. He lived beyond his means, indulged himself in imported wines and furniture, and then sold away slaves to cover his debts while celebrating the moral clarity.
