They are similar because rural means small, so it’s going from a small area to a big city, and that’s a big step. And going from a region to a different country... that’s a big thing two. They’re different because moving from a rural area to a city, it’s probably gonna be pretty similar to their last town, just bigger. And moving from a region to a different country, is a lot harder because there is different laws in different countries, and different languages.

Government is in place "to establish justice, insure domestic tranquility, provide the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our prosperity".
