The Paterfamilias in early Rome was The oldest living male in a Family. Option C. He was the head of a Roman Family he excercised authorithy over his extend family and always he had to be a Roman citizen.

The Paterfamilias had the legal privilege over his family and varying levels of authority over his dependents which are his wife and children, certain other relatives through blood or adoption, clients, freedmen, and slaves. He had a duty to father and raise healthy children as future citizens of Rome. According to history, the Paterfamilias had powers of life and death over every member of his extended family.

First off, the controversy of this had led to an imbalance in congress among the number of free states and slave states. So this rules out our first option. Due to it not being all of the above, that's our fourth answer ruled out as well. The Webster speech did not happen for 10 more years so it is very unlikely that this is what led to that speech. Even without the process of elimination, it would be B because the Missouri Compromise admitted Missouri as a slave state and Maine as a free state in order to preserve the balance of power in congress.
