One area that needed reform was Housing and Sanitation. Legislation was needed to set standards in housing to avoid poor quality residences. Sanitation issues such as garbage pick-ups and sewage systems needed inspectors to make sure that standards are met.
Woman Suffrage was another reform that was needed. This movement was headed by WASP middle and upper class women.
