I think he means that cooperation between nations say in combatting a serious disease like ebola in modern times can bring people from different nations together ie those who are volunteering to combat the disease, say and with those they are treating to show that the volunteers are only there to help the afflicted people such as the Cuban doctors do in response to earthquakes, hurricanes etc.</span>
