I'd say this is deceptive towards voters so this one candidate will get elected, rather than the other, yet he will still support this bill once elected. He's tricking them to think he doesn't support a bill, yet when they vote for him and he's elected, he will support the bill still, therefore, it shall be passed. I hope this helped!
