loaves of banana bread = y = 1 loaf = 2 1/2 cups of flour

2 3/4 x + 2 1/2 y <u><</u> 36

the total number of cups of flour used per batch of sugar cookies and loaf of banana bread should not exceed 36 cups of flour.
