Not sure if you still need it but the answer is (c) new cities were built along the shores of the Great Lakes.
It is a ghost town. No people can live there, so the buildings are crumbling and are overgrown by plants and trees. Surprisingly, wild animals live there and do not seem to mind the radiation.
