Kennedy in 1963 and it responds to the Fourteenth Amendment, which says it is the government duty to guarantee all citizens equal protection and rights, thus it prohibits any kind of discrimination towards someone because of their race, religion, sex, national origin and color in instances like voter's registration, employment, access to school or any public or private facility.
