Since protons have positive charge, they balanace the negative charge of electrons. Electrons have same level of charge per particle as a proton.

Neutrons posses no charge, so in a "neutral atom" the number of proton is equal to that of electrons, othermeans it will not be neutral.

When a electron is removed by natural or artificaial means , an ion results which is an electrically charged particle. It also happens some atoms take additonal electrons once they were previously neutral. They can also lose electrons and become positively charged,
