so

the equation of the line that is parallel to the given line and passes through the point (-4,-6 ) will be equal to the y-coordinate of the point

The y-coordinate of the point is -6

therefore

the equation is

The question says that the line is parallel to the line above, so it is horizontal.  When the line is horizontal it will be a 'Y='  Then, you take a look at the y axis and check to see what part of the axis the line is going through.  Therefore, you can figure out that the awnser is C.  I hope this explanation helps!
