Pretty sure it’s 2,3,4. A control theorist may increase the surveillance of subject in order to ensure control of their behavior because without control of behavior, the subject may have bad behavior. The theorist may find work and other sources of commitment for the subject so that they can control how the subject acts or control how well they do their job.
