A leader kind of "parents" their citizens, with passing laws and enforcing them to make sure they are followed. And we have police officers and judges etc. to make sure the laws are followed, kind of like our parents make sure we follow the household rules. For a percentage of the population, the government/leader may also provide food assistance or government assistance, kind of like our parents give us money for food and help us survive. Obviously, the difference is that parents don't have millions of kids to raise/parent so it can be much easier to focus on 1 or 2 kids than a whole nation of people, and the president or leader of our nation didn't birth us. Lol. But, I hope this helps! :)
