When a bill is introduced to the Congress, the bill is referred to the appropriate Committee. Then the Bill is passed to the Floor when the house debates it's position towards it, and then the Senate does the same. Then either the House or the Senate depending who started the Bill, votes and passes it to the other chamber. This is why a Senator and a House Representative do not debate each other regarding bills, because they work in different chambers that do not debate each other.
