Typically, there is 0.1 atoms in each cubic centimeter of interstellar wind, and 10 ions in each cubic centimeter of solar wind (versus surface air which contains 3 x 10^19 molecules per cc). This means there is a great deal of dead space between the very tiny particles and collisions are rare.
