2x + 7y = 27

x + y = 6

x is the amount of veggie sandwiches Hugo bought and y is the amount of meat sandwiches he bought.

For substitution, you can make the second equation y = -x + 6 and plug it into the first equation so it becomes 2x + 7(-x + 6) = 27 so it becomes 2x + -7x + 42 = 27 which simplified is -5x = -15 and x = 3.
