A Confederacy government is the example of the government where the state works independently without intervention of the central Government. It can be taken totally opposite of the Federal government where whole power is vested in the hands of the central government. The states are obliged to follow the rulings of the central government. A Federal government is though considered more effective as in case of conflicts between the states and there is someone to solve the disputes.

But in the case of a Confederacy Government, the respective states exercise the full authority and in case of any conflict between the states, there is a weak central power to solve those disputes.  The government also lacks full authority over the trade and thus the economy of the nation will also be not stable.
