To achieve a goal of equitable distribution of power, the proposed document at the Philadelphia Convention where the States retained their sovereignty but did not retain legislation over major subjects, such as making treaties or declaring warwith other territories. They also could not make laws concerning national importance. The Anti- Federalists were strongly opposed to the ratification of the Constitution, arguing that it gave too many powers to the Federal Government and the Supremacy clause and the 6-year term of the Senators. The civil war was fought over the issue of whether the states would be allowed to retain the rights to the institution of slavery, which gave rise to the Fourteenth Amendment Act, restricting their legislative powers on issues that would affect the lives of citizens and their development directly.
