A wouldn't make sense, because then the headline would just be "bill vetoed".B wouldn't make sense, because Congress can't veto bills, and the President can't just pass laws as he likes, because that would make him too powerful (which is why we have checks and balances).C doesn't make sense because again, that's not how the process works.
