Answer: Legislatures and strong institutions

Explanation:

Laws regulate any illegal act committed by inhabitants of the society we live in. On the other hand, institutions regulate these laws and ensure that they are effectively run. Surely there are many other aspects that could answer this question, but I think that without the two aspects I am mentioning, the rest of the things couldn't even exist. Without law, there is no order; without order, there are no institutions, and without institutions there is no State that can guarantee freedom as an inalienable right.
