Black Codes were passed by many southern states immediately after the end of the Civil War. They aimed to eliminate the new-found freedoms of former slaves and keep them in a repressive state. However, after the beginning of the Reconstruction era these Codes were removed from law... for a while.

It was fought from September 18 to September 20, 1863. It ended up being a bloody battle, one of the fights that produced more fatalities after the Battle of Gettysburg, Pennsylvania.

The result of the battle was a victory of the Confederate Army that impeded the Union troops to continue their campaign to take Georgia and the city of Atlanta.

The rule by the people is called squatter sovereignty and it is also the principle that the authority of a state and its government is made by the consent of its people, through their elected representatives, who are the source of all political power. With that said the quote "That if any one man chooses to enslave another, no third man shall be allowed to object." is pointing out that any one man is the rule or the popular vote. Therefore, the third man cannot object to it.
