Consider the parent function y=|x|. Its domain is x\in (-\infty,\infty) and its range is y\in [0,\infty).

The graph of the function y=|x+3| is obtained from the graph of parent function by translation 3 units to the left (see diagram). This translation doesn't change the  domain and the range of the function, thus the domain is  (-\infty,\infty) and its range is [0,\infty).

To find th y-intercept you have to find y at x=0:

y=|0+3|=|3|=3.

Hence, the y-intercept is (0,3).
