The poster reads "Victory waits on your fingers. Keep em flying, Miss U S A." The main message of the poster is that women in noncombatant military jobs were important to winning the war. female workers were patriotic and made the best military typists. women could work in any job they chose during the war. female workers could single-handedly win the war.
The "elastic," or implied powers, clause gives Congress the authority to pass laws it deems "necessary and proper" to carry out its enumerated functions.
