It is certainly between A and B, but normally someone with high blood pressure normally has something constricting blood flow, so the most logical answer to me is B. The blood vessel is closed and all of the blood is just sitting there with pressure, A dilated vessel would just have some blockage meaning less blood is able to flow in a given area.

My answer is B
