The regionalism in the United States played an essential role in composition of group and personal identity among black communities. The black people  in the South were well aware of their bad social position, but they had no other choice, because any attempts to improve this situation resulted in severe punishments. However, in early 19th century, the Northern states started huge protests against slavery. In 1820 the Missouri compromise divided the country into slave states and free states. After 1820 organized groups formed ways to help slaves escape and become free in the North. Some Black people tried to escape on their own. All those events helped to form personal identity of American black community.

The Strategic Arms Limitation Treaty II or SALT II was the continuation of a previous attempt to regulate the nuclear arms threat between the US and the USSR.  This happened during a period known as the Cold War where the world was divided into 2 blocks competing for power: the Capitalist block led by the US, and the Communist block led by the USSR.

Both countries had developed large arsenals of nuclear weapons and a war between them would've had catastrophic consequences.  Talks between President Jimmy Carter and Premier Brezhnev began in November 1974.  They agreed to: limit the size of their nuclear arsenals, limit the development of new weapons, and limit the deployment of new offensive weapons.  

The treaty was signed on June 18, 1979.
