Answer:

In the 1920s, united states experienced a very prosperous period along with additional rights that guaranteed more freedom for women. More families able to obtain enough money and send their children to pursue higher education.  This lead to a situation where the youth's culture started to transitioned from a traditionalist/heavily religious mindset into a more progressive and modern mindset.

At that time , the term "Flapper" was used to depict women with short bob hair that dance around while flapping their hands along with jazz music.

This exemplify the increase in social freedom that women experienced at that time. Rather than being forced to conform to feminine value (long hair, reserved attitude)  they were allowed to became more free and pursue their own passion.
