No they are not equivalent 16:4 is like dividing by 4 which is 4:1

• 16:4 ÷ 2 = 8:2 ÷ 2 = 4:1

Now, check to see if they're equivalent:
• 3:1 = 4:1 ???
- 3:1 =/= 4:1

So, NO these ratios are not equivalent.

By pulling out the common factors for each pair of terms, we can rewrite the original polynomial like this:
