This depends greatly on the time period in question, but during the Enlightenment, many Europeans believed "the citizens" were in charge of all things including governmental systems.

on one hand i dont think one is higher than the other but they have diffrent part to do in making an law or fixing them. but on the other hand i think supreme court is really diffrent from banches of goverment one has to punish and the other has to make laws.
