The best republic, suggested Plato, is one in which philosophers are in charge. Only philosophers have been trained and disciplined to govern with the best interests of the republic in mind; other forms of government necessarily create an 'us-versus-them' dichotomy that is ultimately unsustainable.

As one of the new-era Democrats, FDR implemented a series of changes famously known as the "New Deal." These legislative policies included everything from social security, tax reform, banking reform, and aggressive  policies meant to tackle the Great Depression.

Hoover on the other hand, was much more laid back in his economic policies. Do note however, I'm assuming these questions refer to the great depression. If they do not, there is a good chance the answer could also be the fourth one.
