      Depends on what you're talking about. Joseph Stalin started collectivization during the late 1920s and ended it during the 1940s. This was organized into "5 year plans", which helped create certain productions faster and he it aimed to consolidate landholding later on.
   

   Collectivization failed due to the fact that other productions were held back.
