Why did Jamestown adopt the headright system?

They needed more colonists to improve the economy of the colony and to make it grow. The headright system gave people land in exchange for work on it, and since most were indentured servants, they would have to toil in the land for 5-7 years before they would become free and get their land and it was often not worth it.
