Urban because rural means not so populated
The flood of immigrants began to alarm many native born Americans. Some feared job competition from foreigners. Others disliked the religion or politics of the newcomers. During the 1850's, the America Party, also called the Know-Nothing Party, demanded laws to reduce immigration and to make it harder for foreigners to become citizens. Although the part soon died out, it reflected the serious concerns of some Americans.
Slavery was allowed according to Article 1, Section 2, Clause 3 of the constitution. It was eliminated by the 13th amendment.
The United States is the biggest source of foreign aid. The plans developed are primarily intended for economic development. Other goals are fighting disease, backing up neighboring countries and implementing disaster relief. Although, evaluation of its effectiveness might sometimes be volatile. The measure of its effectiveness could be based on how its purpose was accomplished effectively.
