Look at the question very well; ''Passive is to change active is to'', we can see that the question is trying to do two things and the first thing is to compare two things or words, which is "passive'' and "active". The second thing the question is trying to do is what you all know as antonyms, that is opposite in messing. If you look very closely, you will notice that being passive is entirely something that does not like changes at all and being active is something that loves change, so the whole question is all about ANALOGY.
