John Jay's involvement in the 1st/First Continental Congress drew him into a full-time public service. He was elected as president of the Second Continental Congress on 12/10/1778. Along with John was Benjamin Franklin and John Adams, he successfully negotiated the terms of the Treaty of Paris in 1783. He was convinced that the Articles of Confederation didn't provide a strong enough central government. He wrote down five Federalist Papers in support of the new Constitution. President George Washington named him to be the first Chief of Justice in the Supreme Court. Washington then asked him in 1794 to negotiate a treaty with the Great Britain that recognized the U.S. neutrality rights. His success was limited/slim. With the treaty, he returned with bought/extra time to help avoid a war, but it didn't contain the British's acceptance of the American's neutrality rights or to at least halt the impressment of American seamen.
