Let's now see why the other proposals are all wrong. Though the proponents of democracy see in each individual the right to express themselves freely and in public, it is well known that people's views aren't always fact-based, but many times come from personal understanding of issues. Individuals' opinions don't carry the same weight. It's the opinions of the majority of the decision makers that count, not that of all people. Lastly, the fourth proposal can't hold true. Basing ourselves on the previous point, if only the voice of the majority speaks, then the minority can't be decisive in an election.
