Under Kennedy administration the CIA organized a planned invasion of Cuba by Cuban refugees and cuban Americans. The attempt failed due to the US administrations failure to support the invasion attempt as promised. This invasion attempt was known as the Bay of Pigs named after the location of the invasion. The answer is the Central Intelligence Agency.
