Fantasy is when you imagine something that is either impossible or improbable. While dystopia is specifically an imagined place where everything is bad, or in disarray.

Fantasy can be any sort of thing, it can be a dystopia, a utopia, it can even just ignore those. I dystopia is a type of fantasy where the world the character lives in is worse than the one we live in now.
