The Eighth Amendment of the US Constitution states:
"excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted."
The federal government is prohibited from imposing any of the above-stated norms on the citizens. Any punishment of cruelty is prohibited and excessive fines are also prohibited according to the law.
