The most modern part of targeting civilians was bombing civilians because when wars were fought they tried to avoid cities, and go for planned factories, and railroads. The British started the bombing of civilians to try to destroy the german morale, and make them rethink being apart of the Nazi party. First the Americans didn’t buy into this because they wanted to bomb in broad daylight and prevent civilian casualties. Even though the Americans saw bombing a city as unethical as the war went on they needed to bomb cities like Berlin to finish the war in the european theatre. Since the Americans did it once, it made bombing cities more of an option because they already did it once. This led to the bombing of imperial Japan in which not 3,000 civilians died, but up to 200,000 civilians died, and the effects of the atomic bomb are still relevant today in Japan.

The Kyoto Treaty does not undermine the United States sovereignty because it does not have anything to do with such. It was a treaty that asks committing State parties to reduce greenhouse gas emissions because global warming does exist and it is caused by CO2 productions done by human activities.
