He understood well that it is necessary to revive executive power in the country. He appointed the Cabinet, and proposed the main laws to the Congress, with the intention of the Presidency to be powerful. He wanted to spend time on his property, especially under the pressure of obligations and merciless journalists, and thus made the president's withdrawal into his homes, under pressure from the public, acceptable.
