The poet writting this extract, is refering to death of the great poet Yeats. He speaks in that passage about time. Time as "intolerant", that "worships lenguage and forgives everyone by whom it leaves". Time pardons other things, "cowardice, conceit" He is using irony to say that time actually did not pardon the great poet Yeats, neither other great poets.

Time as a metaphor of death is used here to express the irreversible aspect of death. He uses irony, this means death would come even to great poets. Time would forgive other things he says, like cowardice and conceit.

He regrets bringing his creature to life because the monster is terrifying to him. the monster does a lot of stuff that victor is not okay with (for example, killing his little brother & framing a family friend of theirs, etc). he wishes he wouldn't have created the monster, so none of that stuff would've happened. he thought that's what he wanted to do, was create a monster because he was so smart and capable of doing so, but in all reality what he created ended up running his life.
